A Tale of Two Years

When we look back at this past fiscal year (July 2019 - June 2020), it almost seems like a tale of two years: life before COVID-19, and our current reality of living and operating in the midst of the pandemic.

Prior to March 2020, the DMARC Food Pantry Network was seeing some of the highest rates of food pantry use that we've ever seen in our 40+ year history. And in the months since March, while we've seen a dip in some of our food pantry "regulars" (some of the possible reasons you'll learn about below), we have seen a large increase in the number of people using a DMARC food pantry for the first time ever, especially at mobile food pantry locations.

We've had to adapt our food pantry distribution model to prioritize the safety of our food pantry visitors, volunteers, and staff, but we've also gotten creative with new partnerships and possibilities, including distributing USDA produce boxes and creating a no-contact food pantry delivery service.

The outpouring of support we have received from the community has been nothing short of awe-inspiring. So many of you have stepped up to help, whether it be through a monetary donation, volunteering time at a mobile food pantry or delivering food, or hosting a virtual drive to rally your community to support DMARC. We truly cannot thank you enough. And we could not do the work we do without the help of our 14 partner food pantries, mobile food pantry host locations, and numerous other community partners such as Food Bank of Iowa and Eat Greater Des Moines.

We do not know what the next year may hold for us, but we know with your support, together we will continue to meet the basic human needs of our community and advocate for a more equitable society. Thank you.

Food Pantry Use Continued to Increase

The second half of 2019 and first three months of 2020 followed trends we had been seeing for years. More and more people in our community were turning to the DMARC Food Pantry Network to help make ends meet.

Every single month, July through March, set individual month record highs of food pantry use.
In November 2019, DMARC assisted 22,632 individuals, the most ever assisted in a single month by the DMARC Food Pantry Network.
The DMARC Food Pantry Network assisted 19,948 individuals on average each month from July through March.

Interfaith Youth Leadership Camp

The 3rd annual Interfaith Youth Leadership Camp was held in July 2019, with 22 high school students and incoming first year students at Drake University participating. Students stayed on campus at Drake University and toured religious communities across Greater Des Moines. Interfaith campers also created digital stories about personally meaningful faith experiences.

AAR Annual Meeting

In December 2019, staff from DMARC, faculty members from Drake University, and former interfaith camp participants traveled to the American Academy of Religion (AAR) Annual Meeting in San Diego to share about the interfaith camp and fostering interfaith partnerships between nonprofits and academia.

Meet My Religious Neighbor

DMARC and the Comparison Project are also members of the Iowa Interfaith Exchange, which also includes Interfaith Alliance of Iowa and CultureAll. The Iowa Interfaith Exchange held a monthly interfaith open-house series, Meet My Religious Neighbor. Each open house allows the public the opportunity to tour a sacred space, learn how religion is practiced in it, and meet the congregation who worships there.

Legislative Advocacy

During the 2020 legislative session, DMARC fought to defend the Supplemental Nutrition Assistance Program (SNAP), known in Iowa as Food Assistance, from proposed policy changes that would kick people off the program and impose barriers to accessing benefits. DMARC also advocated for a sales tax exemption for anti-hunger organizations, which would free up hundreds of thousands of dollars that could be spent on additional food for Iowans.

Anti-Hunger Day on the Hill

DMARC once again participated in the 2020 Anti-Hunger Day on the Hill and hosted a breakfast training for advocates before speaking with legislators about the issue of food insecurity. Ultimately, neither the adverse changes to SNAP nor sales tax exemption for anti-hunger organizations was passed by the legislature. DMARC remains a member of the Iowa Hunger Coalition, a statewide advocacy group focusing on hunger and food insecurity.

Providing Food in a Pandemic

On March 17, Gov. Kim Reynolds issued a State of Public Health Disaster Emergency. The reality that the COVID-19 virus had arrived in Iowa set in. DMARC and our partner food pantries reacted swiftly to implement policies to keep our community safe while maintaining access to food. Some of those policies include:

implementing curbside pick-up, delivery, call-ahead ordering, safety windows, social distancing, and other procedures at partner food pantries and mobile food pantry sites
limiting choice and reverting to pre-packaged bags of food
providing masks and sanitizer to food pantry visitors
providing PPE to staff and volunteers
limiting volunteer groups
encouraging donations of cash rather than in-kind food donations

More of the New, Less of the Same

In the first few days after the Governor's announcement, DMARC partner food pantries experienced a surge in traffic, as people rushed to pantries and grocery stores to stock up on food. But by the end of the week, traffic at food pantries started to slow down. That trend largely continued through the end of June, with the DMARC Food Pantry Network seeing about a third less food pantry visitors compared to the same period in 2019.

Nearly 4,000 people who used a DMARC food pantry in all three months of January, February, and March, did not do so at all in April, May, or June.

And while we saw less of our frequent pantry visitors, the DMARC Food Pantry Network saw a large number of people using a food pantry for the first time.

From March to June, the DMARC Food Pantry Network saw 4,687 people use a food pantry for the first time. When compared to everyone who visited a DMARC food pantry in FY20, these 4,687 new individuals were:

nearly twice as likely to be unemployed
half as likely to receive Food Assistance
1.7 times as likely to identify as Hispanic/Latinx

So at a time of heightened food insecurity in our community, why did we see less overall traffic at the DMARC Food Pantry Network? We believe there are a number of contributing factors, including:

Additional food resources in the community. Our community stepped up to provide additional food through drive-thru school meals, restaurant giveaways, pop up pantries, and other food resources.
Increased government assistance. In addition to $1,200 stimulus checks, many people also received increased unemployment benefits, and the maximum allowable Food Assistance (SNAP) benefit, which led to an average increase in benefits of $60 per person per month in Polk County.

SNAP Proves Effective

DMARC is working with the University of Iowa on surveying food pantry users who came to DMARC in January, February, and March, but did not return in April or May to determine what factors may have contributed to this.

One of the largest contributing factors may be the issuance of Emergency Allotments through the Supplemental Nutrition Assistance Program (SNAP), previously known as food stamps. This allowed all SNAP recipients to receive the maximum benefit amount, boosting the average monthly SNAP benefit by nearly $60 in Polk County.

Partnering to Provide Fresh Produce

From late May through the end of June, the DMARC Food Pantry Network distributed boxes of fresh fruits and vegetables from Capital City Fruit through the USDA Farmers to Families Food Box Program. The produce boxes included approximately 20 lbs. of a variety of fresh fruits and vegetables and were distributed along with other food items through the DMARC Food Pantry Network.

In addition to distributing the produce boxes through DMARC’s network of 14 partner food pantries and additional mobile food pantry locations, public giveaways were held on Fridays at the Southridge Mall parking lot from late May through the end of June. Dedicated volunteers helped distribute thousands of produce boxes to lines of cars every Friday morning.

Rising Food Costs

Due to strain on the nation's food supply chain, DMARC has seen food prices skyrocket and orders delayed.

The average cost per meal for DMARC has risen 20%, from 50 cents per meal to 60 cents per meal on average.
The average cost per purchased food item increased by 63% in the months following March.
Delivery times for purchased food orders have increased up to 6-8 weeks.

Although unable to “sip and sample” in person, sponsors, patrons and virtual attendees attended the second annual Spring Greens virtual event on May 27.

There, they learned cooking tips and more from the event’s team of experts, through cooking demonstrations, recipes, and advice, all guided with the help of event emcee Sid Juwarker, CGP of Terracon and co-owner of Tee-hee’s Comedy Club and event facilitator, Joe Benesh of the Ingenuity Group. Attendees also enjoyed the music of Andrew Hoyt and photography tips from photographer Christopher Maharry.

Interfaith Youth Leadership Camp 2020

The COVID-19 pandemic meant some big changes to the 2020 Interfaith Youth Leadership Camp. When it became clear that the fourth annual Interfaith Youth Leadership Camp could not happen in person, the planning team got creative and moved the entire experience to an online format.

From July 15-19, high school students from around the metro and incoming first-year Drake students from across the country signed on to Zoom to explore the diverse religious landscape of Greater Des Moines. Despite the participants being in so many different places, the group was able to visit the Sikh Temple in West Des Moines, be present for prayer at the Bosnian Mosque in Granger, take part in Shabbat services at two local Jewish communities, visit with the Buddhist Lama from a local Temple, attend Christian churches throughout the metro, and even get up and out of their seats to dance with the Nepali Hindu community near Easter Lake.

For a tangible experience alongside the digital programming, each camper received a box of camp supplies, including a t-shirt, sampling of treats from local ethnic grocery stores, a custom camp journal, and mask. On the night the group would have enjoyed dinner at a local restaurant, participants received take-out deliveries so that all could eat together online. The counselors created informal opportunities to hang out online, and managed an ongoing text chat to build relationships between the students.

A Move on the Horizon

DMARC is moving ahead in finding a new home, as we have already outgrown our current facility at 1435 Mulberry Street we moved into at the start of 2014. In the coming months, DMARC will launch a capital campaign fundraiser for the new facility. We are excited at the possibilities and opportunities a new space will bring the organization.

Looking ahead, none of us knows exactly what the future may hold. But we are preparing to see more people turn to our food pantries due to the extended economic impact from the pandemic for months, if not years, to come.

Strategic Plan & Our Commitment to Equity

Our strategic plan, adopted in December 2019, aims to ensure that, no matter the circumstances set in front of us, we bend toward a thriving community for all through addressing food insecurity more effectively, building community partnerships and engaging in changing mindsets through leading advocacy and systems change.

That commitment to dignity has also led us to evaluate how our organization may have, intentionally or otherwise, created barriers to equity for all who are in need of food assistance. To that end, our entire team engaged in implicit bias training to better understand how those barriers are created so we can seek to eliminate them. We have also engaged a number of our team members to serve on an Equity and Inclusion Committee to keep exploring ways we can provide a more equitable experience for everyone who seeks assistance from our pantry network. Also, to continue to grow in our understanding of different cultures, perspectives, and people so that we are part of solving inequities—not part of creating them.
